(1) The minimum entry qualifications for a Base Maintenance Manager
are :
(i) An Aircraft Maintenance Engineer (AME) licence with airframe
and powerplant ratings ;
(ii) 3 years in maintaining the same category and class of aircraft
maintained by the AMO, including 1 year of returning aircraft to service
from base maintenance ; and
(iii) 1 year supervisory experience maintaining the same category
and class of aircraft maintained by the AMO.
(2) Base Maintenance Manager shall be responsible for :
(i) Ensuring that all maintenance required to be carried out in the
hangar, plus any defect rectification carried out during base maintenance,
is carried out to specified design and quality standards ; and
(ii) Any corrective action resulting from quality compliance monitoring.
Type Ratings required: AME License in at least one of the following aircraft:
Falcon; Hawker; Beechcraft; Learjet; Bombardier-Challenger; Global Express
Ensuring that all maintenance activities are carried out in accordance with the instructions of the
Engineering Department and approved manuals and that all maintenance is carried out within the
Scope of Works of the maintenance organisation, plus any defect rectification carried out during
line and base maintenance, is carried out to specified design and quality standards.
Assessment of all personnel engaged in base maintenance by establishing a program of training
and continuation training using internal and external sources; on-the-job instructions evaluation
and examination/ testing where necessary.
Any corrective action resulting from quality compliance monitoring.
Ensuring that the maintenance, repairs and modifications are carried out iaw the approved
drawings and data and in compliance with existing rules, regulations and the quality policy.
Ensuring that all work has been accomplished and upon completion of the work, the required
documentation such as task cards, defect sheets, inspection checklists etc are appropriately and
comprehensively completed and signed by the responsible technicians, mechanics, engineers,
certifying staff, inspectors, supervisors, etc.
Supervise and guarantee desired work standards and work conditions for efficient
accomplishment of all tasks to the standards acceptable to the organization.
Define, supervise and review the duties and responsibilities of all personnel within his area of
responsibility.
Ensuring proper use of tools, ground equipment, test equipment, vehicles, etc.
Ensuring segregation of serviceable equipment and tools from the unserviceable ones with
serviceability labels.
Ensuring completeness of all tool boxes given personnel assigned to him at all time with
this manual.
Making sure that the hangar facilities, stands, equipment and tools including emergency
equipment and placards, are adequate, serviceable, clean and ready for use all the time.
Assist the Accountable Manager in procurement activities through the provision of technical
recommendations and advise.
Development and update of a detailed manual for maintenance procedures and maintenance
reporting of ground support equipment.
Maintenance, servicing, overhaul and reporting of hydraulic Jacks, wheel Jacks/axle Jacks
manufacturers’ manual and/or maintenance procedure.
Maintenance of hydraulic platforms and other equipment that is specified in shop manual.
Report immediately to the Accountable Manager in case of dangerous condition of any
equipment.
Ensuring that the environmental, health and safety conditions in the hangars are as required.
Focal point for environmental, health and safety issues.
Monitoring of working environment safety standard and availability and quality of personal safety
devices.
Focal point for hazardous materials and waste disposal.
Initiating periodic drills for indoctrinating personnel in the proper use and location of fire fighting
equipment.
Supervision of maintaining cleanliness monitoring serviceability of special tools, hangar - and
ground equipment.
Continuously optimise economics of man-hours and materials of work for each project in the
frame of given estimates and improve methods of production.
Making sure that the hangar condition such as lighting, ventilation, floor markings meet the
required standards at any time.
Ensuring that all maintenance activities are carried out in accordance with the instructions of the
Engineering Department and approved manuals, and that all maintenance is carried out within
the Scope of Works of the maintenance organisation.
Ensuring the availability of sufficient certifying personnel, approved technical manuals,
information and publications necessary to perform the required maintenance activities as
instructed.
Disposition and monitoring of overtime change of normal working hours and adequate
compensation
Keeping records of training and experience of all maintenance related personnel.
Define, supervise and review the duties and responsibilities of all personnel within his area of
responsibility.
Establishment of an information procedure for all temporarily employed (casual) personnel in
order to assure that these personnel become familiar with ACN procedures.
Coordinating with the Engineering Department to ensure that inspections/tasks will not adversely
interfere with other work as regards the availability of all necessary personnel, tools, equipment,
material, maintenance data and facilities.
Ensuring the availability and maintenance of special tools, general maintenance equipment and
test equipment for the correct and efficient execution of the maintenance activities.
Ensuring cooperation with the NCAA Inspectors and Quality control Inspectors during audits or
investigations of incident/ accident.
Investigation of incidents on aircraft, components and equipment in close cooperation with the
safety and Quality department to ensure prompt rectification of the same. Introduction of
precautions as to such incidents.
Ensuring timely corrective actions on all non-conformity findings as a result of audits (internal,
customer and authority).
Disposition and supervision of overtimes change of normal working hours and compensation with
regard to economic aspects.
Reporting daily to the Accountable Manager concerning the aircraft status information,
maintenance activities and personnel.
Ensuring supervision of safety and security personnel, aircraft, vehicles and equipment.
Ensuring that all environmental requirements (hangar space, workshops, stores cleanliness,
noise, and temperature) have been met.
Ensuring that all work shop equipment and tooling remain serviceable, in good condition and
regularly inspected (calibrated, if applicable) as required.
Maintaining the required standard of health, safety and environmental protection within the
department as specified by the organization’s Integrated Safety Management System.
Ensuring that calibration of all tools, test, special and weighing equipment as indicated per
electronic inventory system is kept up to date.
Ensuring in cooperation with the LMM / Engineering Department and supervision as to
disposition of personnel, spare parts and equipment required for work vis-à-vis to have a
maintenance man-hour plan in relation to hangar visit plan.
Ensuring the establishment and implementation of accident prevention activities and general
safety procedures in accordance with industry standards and general regulations, in close
coordination with the Security and Safety Departments.
Investigation of Incidents on aircraft, components, and test equipment to ensure prompt
rectification and introduction of precautions as to such incidents.
Ensure the safety of personnel, aircraft, facilities, equipment and vehicles.
To liaise with the LMM to ensure that when it is required to handover the continuation or
completion of a maintenance tasks for reasons of a shift or personnel changeover, relevant
